The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) in the Environmental Management Service (EMS) at the Fredericksburg Health Care Center (HCC) in Fredericksburg, Virginia. This position functions as the EMS Training Instructor and Compliance Evaluation Inspector with responsibilities that extend into all the organizational elements of EMS at the Fredericksburg HCC.
Duties
Major duties and responsibilities include but are not limited to:
Develops, implements, and maintains a formal, comprehensive training program focusing on all aspects of Housekeeping Services, Waste Management, and Pest Control at the Fredericksburg HCC.
Evaluates courses and course material used in the training program and assists management in the evaluation of courses.
Instructs trainees by delivering classroom instruction and uses hands on teaching methods (group lectures, committee meetings, interactive assignments, live hands on demonstrations using job related chemicals, live hands on demonstrations using job related tools and equipment, onsite training using real world scenarios, etc.).
Conducts studies and performs analyses of courser-elated subjects and coordinates activities involving programs of instruction.
Operates and controls the Environmental Service Computer Tool (ESCT) and other housekeeping task frequency analysis tools in their entirety.
Reviews and analyzes inspection reports relative to the tool on a weekly basis and prepares written results in various formats which include charts and graphs.
Recommends corrective actions as needed.
Monitors training records, adherence to established technical procedures, and the integration of the principles relayed during training regarding the completion of tasks.
Collects and analyzes, monthly, EMS required inspection data and reports the findings to the EMS Chief at the Fredericksburg HCC.
Meets with EMS Supervisors at the Fredericksburg HCC on a regular basis to advise the supervisors of the status of required inspections.
Periodic reviews and analyses will be documented and presented to the EMS Chief at the Fredericksburg HCC on a scheduled basis.
Performs other directly related duties as assigned.
Work Schedule: Monday-Friday, 7:30am to 4:00pm

Education:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
or
Experience:
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the Individual Occupational Requirement (IOR) as listed above, applicants must also meet the Specialized Experience Requirements that are directly related to that of the position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. (Transcripts required).

Physical Requirements: The work of the position is primarily sedentary but does involve regular and recurring periods of walking and minor lifting of office equipment and supplies weighing less than 50 pounds. The work also regularly involves frequent on-site visits to maintenance shops, organizations, and offices, which requires prolonged walking, standing, climbing, stretching, crouching, bending, and crawling.
