This position is located in the Office of the Chief of Staff of the Washington DC VA Medical Center. This incumbent is the Administrator for Clinical Operations reporting to the Chief of Staff. The incumbent will work with other Executive Leadership/Pentad members, the executive staff of the Pentad, and Service Line Executives to review, plan, and coordinate the delivery of health care programs throughout the facility.

Duties

The incumbent functions as an integral participant in the overall management of the medical center while serving as the Health Systems Specialist in the Office of Chief of Staff. The incumbent is responsible to the Chief of Staff for providing full staff assistance in order to further the availability of the Chief of Staff for unique medical responsibilities in the areas of patient care, medical education, and research. The role of the incumbent involves assisting and advising the chief of staff in achieving a balanced operation of the allied health services and patient care services of the Medical Center with maximal utilization of manpower, space and funds. The incumbent provides assistance in managing the administrative affairs of the services that report to the Chief of Staff. Duties and Responsibilities: Acts as personnel management expert, advising high level officials on all aspects of personnel management activities. Utilizes budget estimates prepared by service level staff to determine base resource levels, reviews budget estimates submitted, analyzes program plans and information, and identifies the need for changes. Reviews correspondence for technical and substantive compliance with management and department policies. Functions as a team leader or has overall project responsibility as the primary organizational or project representative for medical center wide studies. Perform analysis of all areas of care delivery and management including planning, organizing, implementing, coordination, controlling, evaluating, educating and improving medical, administrative and support operations of the health care system. Take ownership of and present concepts, provide recommendations, impart philosophies, and policies to top management relating to the activities being considered by the Chief of Staff and act as a representation of the executive leadership team. Develop and coordinate professional service budgets and the distribution of resources to the various clinical services. Be involved in the Public Relations Program which includes contact with the news media, veterans' organizations, stakeholders and other community organizations. Plans and/or accomplishes special projects; manages special projects for major office or program issues of broad impact. Ensures successful implementation of the organizational strategic plan and project management services, as well as develop and implement innovative strategic alignments with VISN and VACO modernization efforts. Creates detailed plans, goals, and objectives for long range implementation and administration of hospital programs. Resolve critical programmatic, organizational and functional problems. Perform Contracting Officer's Representative (COR) functions at a local level for nationally administered contracts. Collaborates and assists with the award of new contracts, renewals of existing contracts during option years, as well termination of contracts. Responsible for complex analytical tasks such as acquiring, tracking, and analyzing hours per patient day from the Hospital Care Service, panel sizes from the Primary Care, Surgery, PMRS, Mental Health, and Specialty Care Services, and audits work with planning on data and monitoring to support patient access. Represent the organization to a number of external bodies and agencies. Assists in establishing policy for the organization with regards to the methods, criteria, and other critical considerations associated with Accreditation. Works with the Clinical and Patient Services to establish minimum standards for quality and productivity, directs program implementation, and establishes quality and productivity programs. Performs other duties as assigned. Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Physical Requirements: The work is primarily sedentary. Slight physical effort may be required, such as walking through the entire facility and carrying of light objects up to 5 lbs. such as files, books, papers, and laptop. Some standing and bending is necessary. Some travel is required. No special physical qualifications are required. Work Environment:The work is typically performed in an adequately lighted and climate-controlled office.
