This position is located at Departmental Offices,Domestic Finance - Office of Financial Research. As an IT Specialist (DATAMGT), you will be responsible for developing data management and governance concepts, principles, and methods in support of data operations and complex Office of Financial Research (OFR) and Financial Stability Oversight Council (FSOC) initiatives.

The following are the duties of this position at the OR-53. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE:For the OR-53 (GS-13) grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-52 grade level in the Federal service. Specialized Experience for this position includes the following:
Experience working with information systems used in the collection, transformation, presentation, management, and use of financial market and analytical data for analysis; AND
Experience using SQL and Python or Java to manage financial market or analytical data and metadata; AND
Experience working directly with data users and Information Technology specialists to document and provide technical business requirements, data architectures, and data onboarding and validation to facilitate delivery of identified data needs; AND
Experience serving as a consultant to top management officials.
SPECIALIZED EXPERIENCE:For the OR-52 (GS-12) grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-51 grade level in the Federal service. Specialized Experience for this position includes the following:
Experience working with information systems used in the collection, transformation, presentation, management, or use of financial market or analytical data for analysis; AND
Experience using SQL or Python or JAVA to manage financial market or analytical data and metadata; AND
Experience supporting data users or Information Technology Specialists to document and provide technical business requirements, data architectures, and data onboarding and validation to facilitate delivery of identified data needs.
SPECIALIZED EXPERIENCE:For the OR-51 (GS-11) grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-43 grade level in the Federal service. Specialized Experience for this position includes the following:
Experience working with financial market or analytical data and metadata; AND
Experience using analytical software such as SQL or Python to manage financial market or analytical data and metadata; OR
Experience working directly with data users to document and provide technical business requirements, data architectures, and data onboarding and validation to facilitate delivery of identified data needs;
OR EDUCATION: You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-53, you must have been at the OR-52 level for 52 weeks.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-52, you must have been at the OR-51 level for 52 weeks.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-51, you must have been at the OR-43 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
