This position is located in the Congressional Document Production Branch, Programs and Policies Division, Office of Information Programs and Services, DAS for Global Information Services, Bureau of Administration (A/GIS/IPS/PP/CDP), U.S. Department of State. The position leads a team of Program Analyst positions in carrying out duties and responsibilities associated with acting on Congressional Document Production requests for Departmental records and information.
Duties
Functions as technical expert for the organization in leading a team in coordinating and processing complex, high visibility and voluminous Congressional Document Production requests for Departmental records and information.
Provides advice and guidance to IPS management and staff and DOS officials regarding regulations and policies for declassification and disclosure of Departmental records under a variety of information access statutes.
Serves as CDP coordinator for most complex Congressional Document Production problems and issues, to include interpretation of policies in this area and the development of formal guidance to the organizations for the release of information.
Directs team analyses and evaluations of the relevancy of retrieved records.
Consults with Bureau officials and officials of other USG agencies concerning policies for release of sensitive foreign policy information.
Explains team goals and objectives to assigned team members and assist teams in accomplishing the work; coach, facilitate and solve work problems, and participate in work of the teams.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience coordinating and processing complex, voluminous requests for records and information.
Experience providing advice and guidance to management, staff and senior officials regarding regulations and policies for declassification and disclosure of records under a variety of information access statutes.
Experience interpreting federal and agency policies and developing formal guidance regarding the release of information.
Experience directing analyses and evaluations of the relevancy of retrieved records.
Experience consulting with senior officials concerning policies for release of sensitive foreign policy information.
There is no substitute of education for specialized experience for the GS-13 position.
