About the Position: Serves as Technical Director, Civil Works (CW), Office of the Technical Directors, Cold Regions Research and Engineering Laboratory (CRREL), Engineer Research and Development Center (ERDC).
This position is being filled as an Interdisciplinary DB-05 (GS-15), which may be filled under any of the listed Job Family series.
Duties
Serves as the Civil Works Technical Director
Conceives, plans, develops, and integrates civil works science and technology programs.
Formulates and coordinates program strategic guidance with higher headquarters, divisions, districts, and other government and non-government user agencies.
Develops relationships with stakeholders to facilitate the development of collaborative research and development.
Manages research and development portfolio reporting germane to respective stakeholder programmatic requirements.
Identifies opportunities and facilitate cross-laboratory collaboration to enhance overall agency capabilities.
Establishes programs with a clear transition pathway to users in the field.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the below experience:
Specialized Experience: To qualify for DB-05 (GS-15) grade level or equivalency, you must have one year specialized experience equivalent to at least the DB-04 (GS-12/14) level in Federal service which includes: 1) Utilizing engineering an scientific principles and techniques; 2) Forming teams of diverse specialists to address problems involving geospatial techniques, environmental science, and/or civil engineering; 3) Developing and executing projects or programs with significant Army or national priority impact; and 4) Preparing clear and concise policy and procedural guidance for other professionals.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-5 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12/14).
