This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), at the U.S. Agency for International Development (USAID).

Duties

Initiates, plans, and manages major geographical programs; leads Geospatial Strategy implementation, coordinating with Bureaus and Missions across all objectives. Monitors, evaluates, and reports on progress. Assists with budgeting. Provides technical assistance to integrate geospatial data, analysis, and technology into Agency decision-making. Educates colleagues about policies that institutionalize the use of geospatial data, analysis, and technology. Liaises with experts inside and outside US government. Represents USAID at meetings and conferences. Provides leadership on best practices for applying geospatial data, analysis, and technology for international development. Builds USAID’s data culture and capacity to collect, share, and analyze geospatial and remotely sensed data. Assists with training in the geographic approach to development. Connects Agency staff with internal and external resources. Assists with operational functions of the GeoCenter including procurement planning, portfolio reviews, communications, and timely responses to Bureau and Agency taskers. Prepares written reports and delivers oral presentations. Obtains and maintains certification for serving as a Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) and works toward managerial and leadership skills.

Qualifications

Basic Requirements: Education: Bachelor's or graduate/higher level degree: major study in an academic field related to geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. or Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Specialized Experience: GS-13: In addition to the Education requirement, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Working in the context of international development in at least one of the following sectors: agriculture & food security, conflict prevention & stabilization, democracy & governance, economic growth, education, environment, health, or disaster assistance; b) Applying human geography and geospatial analysis to inform international development decisions; c) Preparing well-written documents and delivering presentations to communicate analytical results to senior leaders; AND d) Assessing advancements in geospatial technology to determine which are relevant and applicable in the context of international development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
