You will serve as a SUPERVISORY PHYSICAL SCIENTIST in the OFFICE OF SCIENTIFIC DIRECTOR of NAVOBSERV.

Duties

You will originate new techniques in the area of physical sciences associated with the USNO mission, including instrumentation, data processing, or analysis, in order to operate USNO capabilities. You will identify the processes and techniques required to interpret and evaluate the data, and to provide feedback on the efficaciousness of the technological developments and identify unknown phenomena. You will be the Head of the Operations Center Branch. You will distribute and balance the workload among employees in accordance with the established workflow or job specialization. You will assure timely accomplishment of the assigned workload. You will resolve problems that may arise such as backlogs that cannot be disposed of promptly. You will estimate and report on problems with completion of work. You will maintain records of work accomplishments and time expended. You will prepare production reports as requested. You will instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of concepts, principles, and practices of USNO operations, including timekeeping, astronomy, and Earth Orientation determination. Experience modifying and adapting standard procedures, methods, and techniques, and developing new methods to address problems for which guidelines or precedents are not substantially applicable. Experience identifying the processes and techniques required to interpret and evaluate the data, and to provide feedback on the efficaciousness of the technological developments. Experience in planning, executing, and reporting original studies or ongoing studies requiring fresh approach to resolve new problems. Experience with instrumentation, data processing, or analysis, in order to operate USNO capabilities. The incumbent must have the broad knowledge in the physical sciences. Basic Education Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
