About the Position: This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, Joint Program Office, Joint Light Tactical Vehicles. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS & PEO GCS, with duty location at Warren, MI and/or Selfridge, MI.

Duties

Serves as an expert and provides advice, guidance and assistance to Program Executive Office (PEO) and/or a Project/Product Manager (PM) concerning the acquisition planning and contractual/procurement aspects of highly complex major weapon systems. Expert knowledge of procurement statutes and regulations and/or contracting methods, policies, procedures, and contract types to participate in pre-award and/or post award procurement actions. Interprets higher headquarter policy statements as required to apply procurement principles and technical or program requirements to ensure the acquisition and milestone documentations. Monitors and ensures accomplishment of corrective actions. Analyzes, evaluates and reviews proposed and on-going procurements for highly complex, high monetary value, long term acquisitions for non-MDAP and major weapon systems/programs. Explores new or innovative contracting approaches to arrive at an equitable contract arrangement. Serves as an advisor to project officials in procurement planning meetings. Responds to a wide variety of inquiries, including formal protests and congressional inquiries.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 5% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for C- Contracting Professional certification within 36 months as of entrance on duty.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience at the NH-02 level in the Federal Service, which includes: (1) Developing and writing contractually enforceable documents such as procurement packages, acquisition requirements, work statements, etc.; (2) Preparing government pre-negotiation cost objectives and analyze contractor proposals; (3) Reviewing government contract negotiation for hardware services; (4) Coordinating program management actions within the timeline and budget allocated. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
