About the Position: This vacancy exists within PEO CS&CSS, JPO JLTV. However, the referral list generated by this announcement may be used to fill future vacancies throughout PEO CS&CSS and PEO GCS with locations at Warren, MI and/or Selfridge, MI.
Duties
Serves as procurement and production manager for a major combat vehicle or technology development program under Program, Project or Product Management.
As senior manager has full delegated responsibility for all procurement and production matters for the total program.
Tasks and manages the work of procurement specialists and industrial engineers in the PM and/or matrix organization.
Plans, develops and establishes a procurement strategy tailored to meet critical immediate acquisition schedule and anticipated long range program requirements.
Directs preparation of solicitation packages, including detailed statements of work and essential data item requirements.
Oversees the work of industrial engineering personnel responsible for managing and coordinating production planning, production monitoring and economics and support assistance to production contractors.
Initiates action to resolve contract-related or production problems affecting the PM's ability to meet program goals.
Prepares and presents periodic briefings to the PM and higher headquarters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 5% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for certification in (C) 1 - CONTRACTING PROFESSIONAL within 36 months as of entrance on duty.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe at least one year of specialized experience at the NH-03 (GS-13 or equivalent) level in the Federal Service that includes the ability to: 1. Managing the contracting aspects of an acquisition program for procurement of highly complex major weapon systems; 2. Reviewing and evaluating procurement regulations and/or contracting methods, policies, procedures, to participate in pre-award and/or post award procurement actions; 3. Applying procurement principles and technical/program requirements to ensure the acquisition and milestone documentation are reflected and integrated into the resulting contracting/procurement actions; 4. Delivering briefings to provide milestone information or contract recommendations that affect the content, interpretation, or development of complex, long-range, or interrelated programs.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
