As a Management Analyst in the Center for Veterinary Biologics (CVB) Director's Office, you will assists with the development and coordination of CVB program activities which includes personnel and activity tracking, workload measure monitoring, and communications internal and external to CVB. Your analysis and recommendations will contribute to the adequacy and effectiveness of the workflow within and outside of CVB.

Duties

The duties may include, but are not limited to: Supports budgetary and fiscal analytical studies which affect current and long-range policies and programs for CVB. Tracks and monitors various program activity reports, such as the CVB Travel Plan. Edits and enters all program information and budgetary data and generates reports from the data. Provides reports to the CVB Management Team for use in strategic planning and other budgetary planning activities. Conducts a wide variety of studies that involve data collection and help resolve procedural and factual issues. Assists with administrative and analytical duties, the results of which are used in the formulation, justification, presentation, and execution of the CVB program activities. Coordinates and monitors CVB workload measures and provides status reports to the CVB Management Team for use in various planning activities and accomplishment reports.

  • The work is generally sedentary and sitting comfortably in a typical office. There is some walking, standing, bending and carrying of light items.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Gathering information, identifying and analyzing issues, and developing recommendations to resolve problems of effectiveness and efficiency of work operations in a program support setting. Applying analytical and evaluative techniques to the identification, consideration, and resolution of administrative and program issues or problems of a procedural nature. Soliciting input from subject matter experts, stakeholders, and managers on reports, analyses, presentations, and communications. Managing projects or activities to completion; including monitors progress of projects or activities, provides timely updates to supervisor, and takes corrective action to ensure projects are completed on time and with the allotted resources. OR two full years of graduate level education (36 semester hours, 54 quarter hours or equivalent) OR Masters degree OR LL.B. OR J.D.in Business, Business Administration, Business Management, Communications, Education, Finance, Human Resources, Information Technology, Interdisciplinary Studies, Management, Organizational Management, Project Management, Marketing, Public Administration or related field of study. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
