As the Management and Program Analyst under the direct supervision of the Diagnostics and Biologics (D&B) Chief of Staff. You will perform work supporting Diagnostics and Biologics on sensitive issues that are of a national Veterinary Services (VS) policy level.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
Manages and tracks requests for the Executive Director’s review and clearance of various policy documents, briefings, decision and information memos.
Tracks correspondence and other sensitive materials throughout the clearance process to ensure timelines for release are met.
Evaluates, coordinates, and consolidates information requests in terms for both long and short range data calls and develops recommendations to support both types of requests.
Plans, implements, and coordinates a variety of special projects and studies of interest.
Drafts a broad range of information, resources, and documents that are critical to policy and the decision-making process at the Associate Deputy Administrator’s level and beyond.
Leads the development or improvement of processes associated with making and communicating critical policy and program management decisions.
Requirements

- The work is sedentary, and typically conducted seated at a desk while operating a computer or other office equipment and devices in an office setting.
- This position is subject to unscheduled overnight details of undetermined lengths in the event of animal health emergencies or other conditions requiring immediate response.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Monitoring and reviewing data requests to ensure accurate and rapid assimilation of information by deadlines.
Tracking and organizing scientific, financial, and policy information into summaries.
Drafting official correspondence, report summaries, requests for information, or PowerPoint presentation for higher-level review.
Assisting in coordinating a task group to focusing on evaluating and implementing administrative rules or program initiatives.
OR successfully completed Ph.D. or equivalent doctoral degree or at least three full years of progressively higher level graduate education leading to such a degree in accounting, business administration, business or commercial law, commerce, economics, finance, human resources, public administration, or a related field.
Equivalent combinations of education and experience are qualifying for this grade level.

This education must have been successfully completed and obtained from an accredited school, college, or university.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
