As a Deputy Chief of Staff in the Office of the Associate Deputy Administrator, you will perform functional assignments and special studies relating to overall planning, policy formulation, staff coordination, and program management in support of the Diagnostics and Biologics (DB).
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
Along with the Chief of Staff, advises the DB Leadership Team on policy development, operational planning, and day-to-day management of program operations.
Reviews and evaluates a range of policy and program management issues and concerns.
Participates with the DB management, staff officials, and others in establishing and executing broad policies, plans, and objectives.
Plans, implements, and coordinates a variety of special projects and studies of interest.
Researches, analyses, and writes materials to include, but not limited to, presentations, talking points, and white papers relating to cross-program issues, or those with no clear program direction.
Drafts a broad range of information, resources, and documents that are critical to policy and the decision-making process.
Coordinates the collection of technical information from subject matter experts and drafts materials in simple language for consumption by stakeholders with no knowledge of the subject.
Evaluates, coordinates, and consolidates information requests in terms for both long- and short-range data calls and develops recommendations to support both types of requests.
Analyzes and evaluates the methodology by which the work of the program is accomplished.
Requirements

- Subject to unscheduled overnight details of undetermined lengths of time in the event of animal health emergencies or other conditions requiring immediate response, as required by the Agency.
- Work is conducted primarily in an office setting and is mostly sedentary but includes some walking, standing, bending, and carrying of light items such as paper, books, files, and packages.
- Demanding, urgent, and high-profile circumstances require exercising stress management and emotional control.
- This position is subject to extensive periods of unscheduled overnight details of undetermined lengths in the event of animal health emergencies or other conditions requiring immediate response.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Serving as conduit for communication to internal stakeholders, drafting communications for external stakeholders and ensuring proper and timely attention is devoted to high level, high priority, and/or controversial matters.
Participating on project teams, tracking work assignments, and drafting output of project teams to address project issues.
Tracking and following up on administrative issues to provide resolution to senior managers.
Note: There is no education substitution for this grade level.
