This is a public notice for FTA authorized Program Analyst (0343) positions open to U.S. Citizens. Positions may be announced for GS-09 to GS-14 to support the Infrastructure Investment and Jobs Act 2021.

As a Management Analyst / Program Analyst, you will:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements, or education if applicable, for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience, equal or equivalent to the GS-07 grade level, which included: Experience assisting with reviewing, monitoring, and/or evaluating a program. To qualify for the GS-09 on Education alone, you must have: 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience analyzing or evaluating programs. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the Grade 12, you must have at least one year of experience, equal or equivalent to the GS-11 grade level, which included: Experience analyzing or evaluating a programs. Experience developing and presenting reports. Experience solving program or project issues in a team environment. To qualify for the Grade 13, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience with evaluating a program for compliance with statutory and regulatory requirements. Experience providing technical advice and guidance for improvements to a program. Experience drafting, reviewing, and editing documents communicating program requirements to audiences. Experience utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, to conduct analytical studies and/or projects relating to mission-oriented programs. To qualify for the Grade 14, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included: Experience utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, to conduct analytical studies and/or projects relating to mission-oriented programs and utilizing the data analysis results to advise management on decisions affecting policies. Experience with oral and written communication skills to present findings and recommendations and deliver briefings on a multitude of subjects with co-workers, executives, and leaders within and outside of the organization. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendation. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.All applicants must meet all qualification requirements by the closing date of this announcement.
