Duties

WHAT IS THE HUMAN CAPITIAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations Human Resources Shared Services The following are the duties of this position at the full working level. Provides authoritative advice and assistance and performs a variety of services to management officials at all levels within the organization on the full range of assigned specialized fields of personnel management. Maintains complete knowledge of assigned personnel management function(s) and provides authoritative technical assistance on complex problems referred from other human resources specialists and assistants. Serves as technical consultant to other human resources specialists. Meets with management officials at all level regarding controversial personnel management problems. Provides alternative problem solutions to meet management's needs. Participates on national, regional, or local task groups as required. Serves as team leader for a team of human resources specialists and assistants when required. Distributes and balances work among team members in accordance with established work flow or job specialization; amends or rejects work not meeting established standards; approves leave for a few hours or for emergencies; resolves simple or informal team member complaints and refers other complaints to supervisor; reports to supervisor on team performance, progress, training needs, and disciplinary problems; and makes suggestions to supervisor concerning promotions, reassignments, recognition of outstanding performance, and personnel needs.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for this position at the GS-12 level, you must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources personnel and payroll concepts and practices, as well as consultative skills; experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis; analyzing major payroll human resources functions and personnel problems. Experience using personal computer and internal automation to accomplish complex report/graph presentations, ensure accuracy of employee personnel and payroll information, data retrieval, and to prepare written guidelines and recommendations, and knowledge of human resources automated systems to provide technical advice, guidance, and recommendations to management on issues/problems in the areas of applications software and Internet technologies. Examples of qualifying work experience include; Participating as an analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, and ensuring accuracy of personnel employee payroll information. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
