About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command; HQDA G-2 Intelligence Support Activity; Information Management Directorate in the Pentagon, Arlington, VA.

Duties

Serves as the Staff Support Specialist in the Intelligence Community Information Management Directorate (DAMI-IM), in the Headquarters (HQ),Department of the Army (DA), Office of the Deputy Chief of Staff (ODCS), G-2. Responsible for planning, developing, executing, and managing the full range of civilian personnel and mission-related functions for multiple staff divisions. Plans and formulates policies, procedures, and best business practices for civilian workforce personnel and support services. Serves as the directorate’s liaison officer to the Intelligence and Security Command (INSCOM) and the ODCS, G-2 on all matters related to personnel management, organizational management, and task management. Uses knowledge of the full range of personnel activities (i.e., staffing, performance management, classification, planning and project management), to advise on policy and program issues related to personnel management. Manages the directorate’s suspense system for all taskers, both internally and externally established. Mediates conflicting activities between divisions and G-2staff elements and adjudicates such conflicts to attain optimal organization and program effectiveness. Provides assistance and counsel to directorate staff concerning organizational management and the possible effects on the civilian personnel structure. Manages the directorate’s training program for the CP-34 and CP-35 Career Programs, as well as all mandatory DoD, Intelligence Community (IC), and Army training requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) travel will be required up to 10% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
