This position is part of the Office of the Secretary of Interior, IBC HRD Payroll Operations Division. The incumbent will be responsible for developing, delivering/presenting, evaluating, analyzing, and improving training and performance improvement programs for department employees, managers, and clients in the areas of accounting, benefits, debt management, and payroll operations.
The selectee must physically report to the duty station, Lakewood, Colorado. This is not a 100% remote position.
Duties
Utilizes POD's processes, systems, clients and mission to create a complete internal/external training and performance improvement program for adult learners in the areas of accounting, benefits, debt management, and payroll operations.
Plans, develops, updates, and delivers training to POD personnel and external clients.
Plans, develops, updates training communications and materials, leader and participant guides, operating procedures, guidelines, and manuals for POD processes and applications.
Analyzes policies and regulations, and updates routine external training and payroll documents to reflect the most current laws, policies, procedures and technology.
Provides a variety of administrative services to the branch for scheduling and coordinating training and analysis events.
Qualifications
At the GS-09 level, you must meet one of the following minimum qualifications requirements in order to be considered for the Payroll Training & Performance Support Specialist, GS-0501 position:
A. One year specialized experience equivalent to the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes preparing and /or presenting training and course materials; and experience utilizing payroll process rules and regulations.
OR
B. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related in one of the following fields as Business Administration, Communication, Finance, HR Management, etc. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. C. A Combination of education and experience as list above. For example, have a combination of specialized experience and graduate level education as defined above which equals 100%. For example, 6 months of specialized experience and 1 year and 6 months of graduate level education (i.e. 41 quarter hours or 27 semester hours of education. At the GS-11 level, you must meet one of the following minimum qualifications requirements in order to be considered for the Payroll Training & Performance Support Specialist, GS-0501 position:
A. One year specialized experience equivalent to the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes preparing and /or presenting training and course materials; and experience utilizing payroll process rules and regulations; and tailoring training curriculum based on individual training needs.
OR
B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related in one of the following fields as Business Administration, Communication, Finance, HR Management, etc. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. At the GS-12 level, you must meet one of the following minimum qualifications requirements in order to be considered for the Payroll Training & Performance Support Specialist, GS-0501 position:
One year specialized experience equivalent to the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes utilizing payroll process rules and regulations to develop and /or present training and course materials; tailoring training curriculum based on individual training needs; and collaborates with the appropriate staff to ensure training requirements are met.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
