This position is located in the Center for Analytics (CfA) within the Office of Management Strategy and Solutions (M/SS). M/SS catalyzes strategic insights and solutions to help improve the management platform and advance foreign policy goals.
Duties
Serves as the Department’s enterprise data management and analytics capability empowering data informed diplomacy.
Performs analytics work that is cross-functional and cross-bureau in nature to ensure the Department can leverage data as a strategic asset in its operations and in its front-line foreign policy work.
Collaborates on or lead workstreams focused on ensuring maximal value to users from IT and data projects .
Develops methods to monitor and measure risk, compliance, and assurance efforts.
Provides technical advice, guidance, and recommendations to management and other technical specialists on critical IT
and data access and analytics issues.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail – Knowledge of and skill in applying IT principles, concepts, methods, standards, and practices sufficient to: plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures.
Customer Service – Comprehensive knowledge of functions, program procedures and organizational relationships, concepts, principles, practices, and regulations in order to provide advisory service assistance to operating officials and resolve a wide range of complex issues
Oral Communication – Strong verbal communication and interpersonal skills to interface with stakeholders at all levels, both within and outside the government.
Problem Solving - Frequently interprets regulations; applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems.
AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience providing technical advice, guidance, and recommendations to management on critical Information Technology, data access and analytics issues.
- Experience collecting metrics, trending data and conducting hypothesis testing using statistical processes.
- Experience interpreting Information Technology policies, standards, guidelines; and evaluating new or enhanced approaches to delivering Information Technology services.
- Experience facilitating the development, testing, and implementation of new Information Technology policies, standards and regulations.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-12 position.
