In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This position has been identified as eligible for situational telework. The position eligibility is separate and distinct from the employee's eligibility. Telework for civilian employees is a discretionary workplace flexibility, not an entitlement. Employee and their supervisors must complete the DD Form 2946, DoD Telework Agreement, prior to participation in telework programs. Civilian employees who will telework must complete the required training within 30 days of appointment. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
This is a Security Cooperation (SC), Practitioner Proficiency Level position. In accordance with Security Cooperation
Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing: At least 1 years of successful SC work experience with a performance appraisal rating of 3 or better and 60 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes comprehensive knowledge of the relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations, and how strategic, operational, and deliberate planning and war gaming supports them. Comprehensive knowledge of the relationships among the various OSD, U.S. military services (Army, Navy, Air Force, and Marines), defense agencies, and combatant commands involved in international OSD CN training planning, programs, and activities to integrate the commands TSC and CN efforts across the command to include the staff, special staff, subordinates and components. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of International Military Education and Training (IMET);Knowledge of Counter Drug and Counter Narcotics programs.
Knowledge of Foreign Military Sales (FMS); Knowledge of Foreign Military Financing (FMF)
Knowledge of Excess Defense Articles (EDA); Skill in oral and written communication skills
Skill in conducting independent research to filter and synthesize data in order to produce clear, logical, and concise products; Skill in strategic planning and programming; Skill in analyzing and assessing related initiatives.
Ability to report trends impacting Security Cooperation mission objectives; Knowledge of security assistance and security cooperation resourcing programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
