This position is located in the US Department of Agriculture (USDA, Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer (ACFO), Financial Policy and Planning (FPP), Internal Controls Division (ICD). Incumbent conducts analysis that will assist in the planning, and execution of the assessments, audits and compliance follow-up, planning and execution of procurement and budgetary activities. This is a developmental position leading to the full performance level of GS-13.
Duties
Participates in the formulation, justification, and execution of the Working Capital Fund (WCF).
Reviews administrative financial, audit, and investigative reports to determine appropriate changes or corrective
action required.
Performs trend analysis to recommend process changes to enhance program efficiency.
Develops and conducts training on recent changes to legislation, standards, and guidance.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience and/or Education:
To qualify for the GS-11 Have at least one year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Management Analyst: Such experience includes: 1) Reviews organizational information previous audit and inspection reports. 2) Prepares management studies which present findings identifying causative situations and recommends corrective action. 3) Plans. analyzes, formulates, justifies, and presents budget actions that impact the organization; and 4) Planning and development of policies and programs.
OR
Have successfully completed a Ph.D. or equivalent doctoral degree. (Note: You must attach a copy of your transcript).
OR
Three (3) full years of progressively higher-level graduate education leading to such a PH. D or doctoral degree or LL.M., if related (Note: You must attach a copy of your transcript).
OR
Have an equivalent combination of successfully completed specialized experience and higher-level graduate education described above that makes up 100% of the qualifications required for the position.
Combining Education and Experience: Successfully completed combinations of higher-level graduate education and experience may be used to meet total qualification requirements for the grade level specified. (Note: You must attach a copy of your transcript).
Time in grade:
Current Federalapplicants must meet applicable time-in-grade requirements to be considered eligible, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Applicants must have on year of specialized experience at the next lower grade to be considered for the higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level). This requirement must be met by the closing date of this announcement.
