Duties

PRIMARY PURPOSE: To serve as an Air Force Program Analyst in the Program Evaluation Division, Department of the Air Force Deputy Assistant Secretary for Programs. DUTIES: Serves as the AF/A8P portfolio focal point for resource allocation and control and maintains effective liaison with HQ USAF programs monitors and the Air Force controller to ensure accurate and equitable allocation of the portfolio. Advise the Director, Programs (AF/A8) in planning, organizing, and overseeing the activities of the organization. Prepares, reviews, coordinates, and tracks organization actions. Represent AF/A8. Establishes, develops, and maintains effective working relationships with key Air Force management officials to best manage initiatives; direct competitive sourcing and privatizations initiatives; and manage the manpower data system.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery knowledge of PPBE cycles and the RA process. Understands the purpose, key personnel, schedule, process, and procedures used to develop the force structure program and update the FYDP; knows the relationships between the OSD and the services' processes; employs experience in PPBE cycles, the RA Process, and data requirements used to develop Division inputs in the development of justification and advocacy materials; expert knowledge of computer database administration and operations from formal schooling, on-the-job training and/or prior experience; knowledge and ability to write complex queries and to structure diverse data formats for analysis; knowledge of computer programming and use of complex computer systems and office automation tools to build analytical reports and to develop new methods and formats for data presentations; knowledge and high level of skill in verbal and written communications techniques; knowledge and ability to prepare and staff decision packages through policy making officials resolving issues and controversies; in-depth knowledge in the development, editing and coordination of Air Force policy directives; expert knowledge on policies and procedures governing development, publication, and distribution of Agency Program Documents; knowledge of force structure program development to continually track and review force structure program execution and maintain historical repository of execution year data. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-???????13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense (DoD) and Joint Service management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge of the organization, programs, missions, and functions of Air Force organizations to conduct studies to determine manning and skill levels to staff AF/A8 portfolio activities. Knowledge of manpower resource management principles and techniques to include manpower programming/allocation/requirements processing. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing the presenting briefings and reports. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations and the way the PPBES process supports them. Ability to communicate clearly concisely and with technical accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
