You will serve as a Maritime Systems Project Manager in the Research and Development Support Activity (RDSA) Technology Directorate, organized within the Naval Intelligence Activity (NIA), located in Springfield, VA. You will support project management functions to include working with stakeholders to assess capability gaps, developing technology roadmaps and investment strategies, proposing and developing project plans, overseeing project execution, and developing technology transition plans.

Duties

You will utilize project management, systems engineering, contract management, and acquisition best practices to transition advanced undersea systems to a diverse set of mission partners. You will advise Senior Officials on topics related to unmanned undersea vehicles (UUVs), autonomous undersea vehicles (AUVs), robotics, autonomy, power and energy, advanced sensors, and other advanced ocean systems. You will serve as a Contracting Officers Representative (COR) to oversee selected contracts and as a Project Officer to manage funded government performers. You will maintain liaison with internal and external organizations to include other intelligence agencies, academia, laboratories, and operational forces to discuss requirements, technologies, and provide timely information to senior decision makers. You will plan and manage elements of an applied undersea research and development program to improve existing capabilities or develop new capabilities to satisfy Naval Intelligence requirements. You will lead the development of acquisition plans and strategy, method of solicitation, most suitable type of contract, projected lead time, and contracting packages.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position is covered under the Defense Acquisition Workforce (AWF) Program, and the incumbent must achieve Practitioner Certification in the Program Management Field within 60 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting and coordinating research and development efforts to develop new systems, executing technology transition agreements with mission partners, and transitioning developed technologies to Department of Defense (DoD) and Intelligence Community (IC) partners; 2) Leading a team of highly technical performers to solve complex research engineering, development, test, and evaluation challenges to satisfy DoD and IC requirements; 3) Evaluating the effectiveness of investment strategies to align with organizational objectives, and provide recommendations regarding the utilization of money, manpower, or material resources to close technology gaps.
