Duties

This Case Manager position is located in Professional Responsibility, Employee Readiness, Human Capital, Enterprise Support, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Reviews and evaluates completed investigative case files consisting of sensitive materials characterized by a large body of disputed, interrelated facts and situations that are difficult to reconstruct, analyze and explain. Determines whether administrative and management policies, procedures and program requirements apply to specific cases. Evaluates impact of changes in broad administrative program areas that may impact administrative and management policies affecting cases under consideration. May develop new policies, procedures and directives resulting from precedents established from case decisions. Reviews and makes preliminary determinations on written reports addressing misconduct, as to whether the allegations fall within PR's jurisdiction and an inquiry is warranted, or whether it should be closed administratively. Ensures the complete and accurate analysis of all issues and that the full range of evidence was properly analyzed and evaluated utilizing all applicable sources. Provides an executive summary of allegations and related evidence and serves as the Proposing Official involving matters of non-adverse and adverse actions including those involving suspensions of 15 days or greater, demotion, indefinite suspension, or removal. Materials assembled for the case file will serve as the official record and the basis for the proposed disciplinary action. Prepares and finalizes formal documents and proposals regarding disciplinary actions. May be required to participate in third-party hearings or administrative proceedings as necessary. Coordinates with senior level officials in other human resources program areas in resolving critical issues affecting broad agency human resources programs, policies and procedures.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Executing, implementing, applying, and communicating the policies, procedures, and federal law pertaining to employee misconduct. Collecting and investigating pertinent facts; analyzing case facts and evidence; conduct assessments of case law; and proposing actions accordingly. Communicating effectively both orally and in writing on a wide variety of personnel matters such as conduct to stakeholders. Presenting sensitive information and/or reports, and advising leadership officials regarding misconduct cases. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
