This position is part of the Office of Environment, Health, Safety, and Security, DOE. As a Management and Program Analyst. You will serve as the Program Manager for the Homeland Security Presidential Directive 12 (HSPD-12) program by coordinating and managing overseeing the deployment of and maintenance of HSPD-12. Coordinate, collect, and disseminate new policy requirements and standards associated with HSPD-12 and Identity, Credential, and Access Management.

within 30 days of entering the position and annually.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals
with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as NCS-Moderate Risk and requires a security clearance at the L-LEVEL. The incumbent is required to obtain
and maintain this clearance; failure to do so may result in separation from federal service.
- This position is included in a Bargaining Unit.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:
Serving as a technical expert providing advice on the implementation and maintenance of Homeland Security Presidential Directive 12 (HSPD-12), including USAccess program roles and responsibilities.
Providing and/or implementing recommendations for business processes, workflows, user requirements on the enterprise applications for the management and implementation of the DOE USAccess program or other equivalent identity credentialling programs.
Coordinating with other federal agencies on HSPD-12 and Identity, Credential, and Access Management (ICAM) Program policies, practices, requirement, implementation issues, and/or strategies.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
