The El Paso VA Health Care System is currently recruiting for the position of Assistant Chief of Behavioral Health Service (BHS) at the El Paso Veterans Affairs Medical Center, located in El Paso, TX. The Assistant Chief is responsible for the oversight and management of personnel in Behavioral Health Service as directed by the Associate Chief of Staff (ACOS) of BHS.

Duties

This position is also being announced under announcement number: Registered Nurse: CAZM-12494495-24-NS Physician: CAZM-12494557-24-NS Psychologist CAZM-12494379-24-LGJ Social Worker CAZM-12494382-24-LGJ Marriage Family Therapist: INT: CAZM-12494380-24-LGJ EXT: CAZM-12494638-24-LGJ Licensed Professional Mental Health Counselor:INT: CAZM-12494381-24-LGJ; EXT: CAZM-12495684-24-LGJ The El Paso VA Health Care System (EPVAHCS) Assistant Chief of Behavioral Health (BH)Functions as the alternate advisor to the Associate Chief of Staff, Behavioral Health (ACOS of BH)and Medical Center Director on all Behavioral Health programs, when the Associate Chief of Staff of BH is unavailable. In this capacity, the Assistant Chief of BH has responsibility for the effective and efficient management of all Behavioral Health programs and services such as Psychology, Psychiatry and Social Work. The Assistant Chief of BH ensures timely delivery o f patient driven care that includes quality assessment, diagnosis and management (including pharmacotherapy) of inpatient and outpatient Behavioral Health care. Duties and responsibilities include but are not limited to: Exercise administrative, programmatic, clinical and academic oversight of all Behavioral Health programs to ensure delivery of quality services in coordination with the ACOS of BH, Chief of Staff or ADPCS where appropriate. Coordinates and integrates the programs into a comprehensive package of services that meet the evolving needs of the Veteran population that comply with the Uniform Mental Health Services handbook (VHA Handbook 1160.01), the Inpatient Mental Health Services Handbook (VHA Handbook 1160.06) and VHA's Mental Health Operating Plan. Serves as the principal spokesperson and advocate for Behavioral Health programs and patients within the health care system, as determined by the ACOS of BH. Directs patient care needs assessments; identifies gaps in services and supports strategic planning and program development to meet those needs. Within the local planning process, develops short and long range goals and objectives for provision of Behavioral Health. Integrates the Behavioral Health services into primary functions of the organization. Coordinates and develops requests for programs such as but not limited to both human and budget resources, space, staffing, equipment and supplies. Develops and implements appropriate policies, procedures, plans and professional standards that guide and support all Behavioral Health programs. Develops program review and evaluation to ensure that the access, quality of care, customer service, patient satisfaction and utilization management, efficiency dimensions of care are continuously evaluated and improved. VA offers a comprehensive total rewards package. Work Schedule: Monday- Friday, 8:00am- 4:30pm. The Assistant Chief is on 24/7 on call in case of emergencies with personnel, veteran suicide and emergencies with immediate facility. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Podiatrist Basic Requirements Education: Degree as a doctor of podiatric medicine, or its equivalent, from a school of podiatric medicine approved by the Secretary of Veterans Affairs. Approved schools are United States schools of podiatric medicine approved by the Council on Podiatry Education of the American Podiatry Association in the year in which the degree was granted. ~AND~ Residency Training: Completed, or currently completing, residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status. Approved residencies are: (1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or (2) Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training. ~AND~ License: Currently hold, or will hold, a full and unrestricted license to practice Podiatry in a State, Territory, or Commonwealth of the United States or in the District of Columbia. Preferred Experience: Minimum of 3 years' experience as a formal supervisor Experience with Managing personnel issues including conduct and performance Highly organized and skilled at tracking and meeting deadlines and effectively management multiple competing priorities References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-4 Podiatrist Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The position requires compliance with VA Handbook and VASTHCS Policy related to physical requirements. Light lifting under 15 pounds, Light carrying under 15 pounds, Reaching above shoulder, Use of fingers, Both hands required, Walking 6 hours, Standing for 6 hours, Repeated bending for .25 hours, Climbing, legs only for 1 hour, Both legs required, Ability for rapid mental and muscular coordination simultaneously, Near vision at 13 to 16" Jaeger 1 to 4, Far vision correctable in one eye to 20/20 and to 20/40 in the other, Both eyes required, Depth perception, Ability to distinguish basic colors, Ability to distinguish shades of colors, Hearing (aid may be permitted), Mental and emotional stability.

Education

Applicants must possess a doctor of podiatric medicine degree, or an equivalent degree resulting from a course of education in podiatric medicine and surgery. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.
