This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Commuting Area: Applicants must be within the commuting distance of the facility. Work Schedule: Monday - Friday, 8am - 4:30pm DUTIES: Responsible for directing and managing integrated programs. Oversees the clinical aspects of Medical specialty Service department, including budget and fiscal management, human resource management, strategic planning, and program development, assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of the available resources. Provides leadership in the development of policies and strategies that support the health care system to successfully manage bioethical issues and protect patient and family rights. Ensures the quality and timeliness of the services provided, customer satisfaction, as well as compliance with standards of accrediting bodies such as the Joint Commission and the Inspector General's Combined Assessment Program. Ensures appropriate use of available resources and is responsible for inspiring, motivating, and guiding Medical Specialty Service staff in achieving the strategic goals and plans of the service. Collaborates with other Service Chiefs and program managers in fulfilling their responsibilities. Functions as a provider part-time in their specialty. Responsible for the overall medical care of patients with conditions requiring treatment in their specialty to include consultative, prescriptive and ordering authority in the outpatient setting at the El Paso VA Health Care System. Ensures the quality and timeliness of the services provided and collaborates with referring providers. Assumes a leadership role in resolving highly complex ethical issues that have an impact on the health care system and/or the Veteran within the organization and/or the community. Assures lines of communication are open to all employees under his/her area of responsibility. Participates in the development of education programs and staff development models to facilitate career progression and to increase productivity and performance. Fosters a climate for practice that enhances job satisfaction through mutual responsibility for productivity and quality improvement. Guides supervisory staff in the completion of timely and accurate human resource actions. Leads staff in the development of strategic planning within his/her area of responsibility and throughout the organization. Collaborates in the establishment of and supports a system for recognition of accomplishments and achievements by employees. Provides leadership for and demonstrates safe work practices in compliance with safety rules and regulations. Implements appropriate disciplinary actions when infractions are committed against safe work practices. Accomplishes the health care delivery mission of the Department of Veterans Affairs in general. Active in clinical and environmental rounds in order to evaluate health care system care delivery. Identifies opportunities for program improvement and effectiveness and assesses the therapeutic milieu and safety in clinical areas. Assumes a leadership role in resolving highly complex ethical issues that have an impact on the health care system and/or the Veteran within the organization and/or the community. Services provided are subject to scrutiny by Congressional interests, service organizations, the general public and the media.

Requirements

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Podiatrist Basic Requirements Education: Degree as a doctor of podiatric medicine, or its equivalent, from a school of podiatric medicine approved by the Secretary of Veterans Affairs. Approved schools are United States schools of podiatric medicine approved by the Council on Podiatry Education of the American Podiatry Association in the year in which the degree was granted. ~AND~ Residency: Completed, or currently completing, residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status. Approved residencies are: (1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or (2) Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training. ~AND~ License: Currently hold, or will hold, a full and unrestricted license to practice Podiatry in a State, Territory, or Commonwealth of the United States or in the District of Columbia. Preferred Experience: Board-certified Physician in Internal Medicine and Board-certified in one of the following sub-specialties; Cardiology, Neurology, Gastroenterology, Hematology, Oncology, Pulmonology, Sleep Medicine, Endocrinology, Infectious Disease and Respiratory. Three or more years of administrative/supervisory experience in managing a medical sub-specialty service(s). Experience as a Board-certified physician, working in multi-disciplinary teams, with privileges at an outpatient clinic or hospital. References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-4 Podiatrist Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Light lifting, under 15 pounds; Light carrying, under 15 pounds; Walking (1 hr); Standing (1 hr); Repeated bending (0.25 hrs); Climbing, legs only (1 hr); Both legs required; Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Both eyes required; Depth perception; Ability to distinguish basic colors; Ability to distinguish shades of colors; Hearing (aid may be permitted); Mental and emotional stability.
