Duties
The Associate Chief of Staff (ACOS) for Primary Care is responsible for the successful delivery of high-quality care and PACT implementation at the El Paso VA Health Care System. The coordination and administration of patient care activities in this service includes the management of Primary Care, Geriatrics, the Women's Health Program, Traumatic Brain Injury clinic and Spinal Cord Injuries and Disorders clinic and the supervision of personnel as appropriate.
Provides leadership to clinic chief medical officers, staff physicians, nurses, licensed independent practitioners, technicians, and administrative personnel assigned to the service.
Works in a directive and consultative manner with the team to ensure quality care in the most appropriate and cost-effective manner.
Develops a collaborative relationship with his/her counterparts in Nursing, HAS and Administrative Management.
Ensures adequate resources are available to effectively operate the service and utilizes them in an effective and efficient manner.
Ensures quality patient care practices and has overall responsibility for the services Performance Improvement Plan.
Ensures that applicable performance measure (such as EPRP) scores are maintained at an acceptable level as defined by standards and goals set by El Paso VA Health Care System executive leadership and higher headquarters.
Ensure development and coordination of the Tele Primary Care program.
Responsible for ensuring appropriate use of protocols and management upon approval of fee consults.
Establishes quality control measures and associated data collection activities to ensure that appropriate and accurate information is presented to management.
Ensures provider schedules are adequately maintained and that provider time is appropriately utilized.
The ACOS, Primary Care is responsible for PACTs practicing under the auspices of Primary Care Services.
Ensures service level implementation of this Handbook at all sites of care administered by the VA medical facility where Veterans receive Primary care
Provides leadership that endorses, supports, and promotes PACTs for delivery of comprehensive Primary care to Veterans.
Determines whether PACT staffing is sufficient to provide comprehensive Primary care to all patients assigned to PACTs and submit staffing needs to the clinical executive(s) responsible for staffing decisions.
Oversees and provides assignment and reassignment of teamlet members.
Collaborating among services to establish coordinated service delivery processes for patients assigned to PACTs. Establishing Service Agreements with appropriate services when necessary and per VHA Directive 2008-056, VHA Consult Policy.
Collaborates among services to develop and implement plans that ensure all eligible patients assigned to PACTs are offered clinically appropriate, coordinated health care services that achieve VHA established health care performance and quality metrics related to clinical quality.
Ensures PACTs provide timely access for in person visits, VA Video Connect (VVC) visits, telephone care, and secure messaging.
Ensures PCPs and RNCMs, or their designated covering staff, provide same-day access (unless it is too late in the day) for in person encounters, VVC encounters and telephone encounters.
Collaborates with Quality Management Officers to develop and implement systematic quality improvement processes for team development that incorporate soliciting and analyzing patient input regarding patients' experiences with PACTs.
Establishes a facility plan for population management activities, ensuring appropriate data is made available to PACT staff and PACT staff is appropriately trained to use available data.
Collaborates among services to ensure population management plans provide comprehensive, coordinated care to Veterans. Population management activities include discipline-specific health conditions.

Qualifications

Podiatrist Basic Requirements
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of podiatric medicine, or an equivalent degree resulting from a course of education in podiatric medicine and surgery. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.
Licensure or Registration. Applicants must possess a current, full, and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training. Podiatrists must have completed residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status.
Approved residencies are:(1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or
(2) Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training.
Preferred Experience:
Five or more years of administrative/supervisory experience managing multi-disciplinary staff.
Experience working in multi-disciplinary teams, with privileges at an outpatient clinic or hospital.
Board certification

Education
Applicants must possess a doctor of podiatric medicine degree, or an equivalent degree resulting from a course of education in podiatric medicine and surgery. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.
