The primary purpose of this position is to provide expert technical policy, guidance, review, and assistance to Life Cycle Management Center (LCMC) Program Executive Officer (PEO) in all phases of unique specialized contracting for weapons systems acquisition that exceeds $50M.

Duties

Performs Procurement Analyst Duties and responsibilities for reviewing and recommending clearance reviewing/approving officials contracting actions at LCMC that exceed $50,000,000, including the largest agency-wide aerospace weapon systems with a period of performance extending over a long period of time (5 years or more). Drafts, develops, and coordinates standard and prototype LCMC contracting processes, and provides advice on new or reviewed regulations and implementing instructions covering contracting policies and procedures in those instances where the Contract Business and Mission Division is the LCMC office of primary responsibility or, alternatively, the office of collateral responsibility. Participates in special projects and initiatives and performs special assignments. Performs specialized tasks in connection with various contracting situations, which, because of their complexity, and importance, require extensive and comprehensive background in USAF acquisition procurement policies, practices, procedures, and other guidelines. Represents the Directorate with a variety of organizations. Establishes, develops, and maintains effective working relationships with the Senior Functional Executive for Contracting and the Division Chiefs; senior contracting personnel in the Wings and Groups, and Wing, Squadron, and Group Commanders/Directors; other functional directors; HQ AFMC; HQ USAF; other DoD agencies; and various industries.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development..Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. ***NOTE *** Applicants must meet the basic requirements and Specialized experience as stated in this announcement. BASIC EDUCATION QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724. NOTE: MUST SUBMIT TRANSCRIPTS WITH APPLICATION. SPECIALIZED EXPERIENCE: Applicants must meet the mandated bachelor's degree and at least 24 hours in business-related courses AND I have or will have, within 120 days of the closing date of this announcement, at least 52 weeks of specialized experience at the next lower pay band of NH-03 or grade level of GS-13 or equivalent in the Federal Service or equivalent in other pay systems. Specialized experience includes to provide expert technical policy, guidance, review, and assistance to Life Cycle Management Center (LCMC) Program Executive Officer (PEO) in all phases of unique specialized contracting for weapons systems acquisition that exceeds $50M to ensure conformance with applicable laws, regulations, and directives. Provides analysis and evaluation of contracting matters as well as to interpret, initiate, develop, and recommend contracting policies, procedures, and guidance. Review contracts and contract actions for organizations procuring a wide variety of highly specialized procurements of classified complex programs that aim to protect national security objectives, research, development, production, test and evaluation, sustainment of extensive classified equipment or systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of Government contracting, assistance and/or Procurement and agency-specific guidelines and business practices, including laws, statues, executive orders, regulations, policies and procedures, pricing arrangements, different contract types, and Congressional mandates. 2. Expert knowledge of assigned contracting, assistance and procurement specializations and applicable contract types. 3. Analytical skill sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guides or procedures. 4. Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from subordinate activities, and to represent the department or agency on task forces, and skill in written communications sufficient to develop and publish regulations and materials. 5. Ability to communicate effectively; negotiate complex issues and maintain good working relations. 6. Ability to recognize and analyze problems, conducts research, summarize results, provide alternatives, and make appropriate recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
