Duties
As a Program Analyst (Data Analyst), you will:
Support of all acquisitions systems, data management platforms and business reporting mechanisms.
Assist with the preparation of special studies or reports relating to complex and difficult acquisition problems based on data and analyses, especially those which may be of a precedent-setting nature or those having policy implications for the Department.
Advise and makes recommendation to the Division Director on findings and solutions to important problems and questions involving data resources, availability, and trends.
Consult with Acquisition Systems Team on local programs, dashboards and develops training plans as necessary to improve operations.
Demonstrate skill in effective written and oral communication and the ability to use a broad spectrum of computer-based programs for communication, report generation and presentations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Performing quantitative and qualitative analysis for assessing program effectiveness; AND
-Preparing and delivering technical/narrative reports for making program decisions; AND
-Extracting raw data from multiple systems and transforming into user-friendly output using common applications such as MS Excel, PowerPoint, etc.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
