This position is part of the Defense Threat Reduction Agency. The incumbent will be the Research and Development (RD) Acquisition Analyst who is responsible for integrating acquisition efforts across DTRA's billion-dollar research and development portfolio.
Duties
This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, 6/23/2023.
As a RESEARCH AND DEVELOPMENT ACQUISTION ANALYST at the GS-0301-13/14 some of your typical work assignments may include:
Function as the Research and Development (RD) Acquisition Analyst responsible for integrating acquisition efforts across DTRA's billion-dollar research and development portfolio.
Assist with developing integrated Directorate and Agency-wide acquisition solutions; prioritizes Directorate-wide acquisition actions; and directly oversee a rapid acquisition project portfolio.
Support the development and maintenance of high dollar-value, very complex Agency and RD-wide research, development, testing, and evaluation (RDT&E) acquisition vehicles, synthesizing requirements; develops acquisition strategies, leads engagement internal and external to the Agency on solicitation efforts, and evaluates and formulates recommendations concerning ongoing procurements.
Develop long-range plans, goals, milestones, or objectives and evaluates program effectiveness for the Agency.
Identify related procurements between organizations to support potential cross-leveraging of existing contract vehicles and/or development of shared/common government-wide acquisition contracts (GWACs).
Serve as a senior acquisition advisor to the OPI Division Chief and senior RD leadership. Consolidates information on RD directorate-wide acquisition activities and recommends prioritization for support from financial management and contracting functions to optimize cross-system interoperability and ensure best practices.

- This is an Acquisition Workforce position in Program Management Functional Area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
- Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment.
- Must consent to and subject to pre-employment drug testing and random drug testing thereafter.
- Must obtain and maintain a Top Secret/SCI Security Clearance.
- Travel (up to 25%) required. Must be available for weekend travel, weekend layovers during travel, and long hours in travel status. Travel to remote, austere locations in both CONUS and OCONUS required.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Extensive experience with program management and acquisition, in order to independently exercise decision making authority for an assigned countering weapons of mass destruction (CWMD) research and development portfolio.
Broad experience in the application of a range of acquisition methodologies, concepts, and processes (i.e. rapid acquisition principles, agile acquisition principles, streamlined acquisition process, waterfall acquisition model.
Expert understanding of project management functions, including planning, programming, budgeting, procurement, logistics and resource management in order to oversee the development and execution of comprehensive and complex project plans.
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience with program management and acquisition as part of a program team. General experience in the application of multiple acquisition methodologies, concepts, and processes (i.e. rapid acquisition principles, agile acquisition principles, streamlined acquisition process, waterfall acquisition model,).
General understanding of project management functions, including planning, programming, budgeting, procurement, logistics and resource management in order to develop and execute of comprehensive and complex project plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
