DCSA's Field Operations Directorate, Central Region is looking for a Supv. Intelligence Operations Specialist to serve as 1 of 4 Regional Mission Directors. The selected candidate will manage counterintelligence operations within a multi-state region, with responsibility for personnel tasked with the identification, collection, and dissemination of foreign threat information in protection of DoD classified information resident in the cleared defense industrial base and the DCSA Enterprise.

Duties

As a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties: As a Regional Mission Director, the incumbent will provide counterintelligence (CI) support to the National Industrial Security Program (NISP), DCSA Background Investigations, Vetting and Adjudications; and other DoD CI programs within the Central Region. Manages the day-to-day activities of the division to include all assigned CI Special Agents (CISAs) and provide planning and programming development and execution input to the Regional Director. Plans, organizes, and directs efforts that provide complex specialist services to DCSA headquarters, all DCSA regional and field activities, and foreign governments. Identifies and integrates security, counterintelligence, and intelligence issues as they apply to international business and areas of vulnerability from the perspective of targeting DoD classified information and technologies. Responsible for quality collection, retention, and dissemination of threat information in accordance with applicable DCSA and DoD directives, instructions, and standard operating procedures. Develops short- and long-range counterintelligence collection plans in conjunction with and complimenting the DCSA national counterintelligence collection plan, the Department of Defense collection plan, and the national intelligence priorities. Creates a communication network among subordinate managers and customers to ensure that timely, professional services are being rendered in support of the DCSA mission and national security objectives.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:Demonstrated knowledge of foreign intelligence entities and associated subject matter specialization related to threats posed, operational characteristics, practices, means of attack/incursion, areas targeted, potential strategic goals and methods.Demonstrated knowledge of political, economic and foreign policy components of foreign adversaries in acquiring sensitive or classified information and technology, classified technologies and program data in cleared industry.Extensive understanding of the political and economic impact of foreign adversaries illegally obtaining critical information and technology.Extensive knowledge and understanding of counterintelligence personnel security, industrial security and policy, to include pertinent Federal regulations, guidelines, and instructions.Expert knowledge of the National Industrial Security Program to identify and integrate security, counterintelligence, and intelligence issues as they apply to international business and areas of vulnerability from the perspective of targeting DoD classified information and technologies. Specifically you will be evaluated on the following competencies: 1. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. 2. Accountability - Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules.
