The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Program Analyst, you will: Conduct analyses of regulatory and statutory proposals, initiatives, and multifamily housing program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes. Review and analyze legislative proposals based on the Department's overall goals and program needs to ensure that there is no negative impact of such legislation on existing multifamily housing policies or legislation. Prepare and present written reports or oral narratives to the Office Director, DAS for Multifamily Housing Programs, or other officials regarding proposed legislation, regulations, or procedures that have impact on multifamily housing programs. Prepare and deliver narrative reports and recommendations on justifications and section-by-section analyses of legislative proposals and amendments relating to Multifamily Housing programs for Offices within the Department which have coordination roles in legislative matters between the Department and Congress.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13: you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Conducting trend analysis of business processes; AND - Negotiating and coordinating efforts with local or federal officials; AND - Applying problem solving methods, trend analysis, and analytical techniques related to program deficiencies; AND - Presenting findings and recommendations, both orally and in writing. For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: - Conducting trend analysis of business processes; AND - Applying problem solving methods and analytical techniques related to program deficiencies; AND - Presenting findings and recommendations, both orally and in writing. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
