The incumbent occupies the role of Deputy Chief Health Informatics Officer and oversees the comprehensive supervision of both professional and administrative facets, as well as the personnel within the data analytics department. This position is crucial in enhancing the accessibility, productivity, quality, efficiency, and efficacy of healthcare services at JHQVAMC by merging clinical insights and informational processes.
The candidate is expected to have an extensive understanding of the entire data lifecycle, from design and collection to management, and the ability to input, retrieve, analyze, summarize, and effectively present information. A significant background in clinical terminology and experience with clinical data in various health care departments is also a prerequisite. The role requires experience in managing clinical
access and familiarity with clinical practice management metrics through tools such as VSSC, Power BI, and Pyramid 2018 for dashboard creation. Additionally, advanced proficiency with SQL queries and the Microsoft Business Intelligence Suite, including SSRS, SSIS, and SSAS, is essential.
The following are assigned duties involved with this position:
The incumbent functions as a pharmacist and clinical informaticist in accordance with the guidance set forth in Pharmacy Service policies and procedures, Pharmacy and Therapeutics Committee minutes, scope of practice assignment, established protocols, VA regulations, and State and Federal laws governing the practice of pharmacy. The incumbent is under the supervision of the Chief Health Informatics Officer.
Supervises assigned professional and nonprofessional staff assigned to the Health Informatics data analytics team.
Develops and establishes policies and procedures defining operational requirements for quality improvement, safety, regulatory compliance, or as ELT or supervisory staff assign.
Incumbent serves on assigned medical center committees.
Incumbent performs other administrative duties as assigned.
Exercise's expertise in clinical operations, develops and/or oversees the development of information related to patient care, such as patient registries to allow the Clinical Team to track management of patient illnesses and better manage the delivery of healthcare; and develops performance management tracking tools (Pyramid 2018, Power BI, SSRS, or using SQL).
Extracts, analyzes, and provides data to assess treatment impacts such as clinical endpoints, health status outcomes and utility
estimates; estimated usage; characteristics of treating designated populations; evaluating patterns of substitution against other products such as resource impact assessments.
Determines methodology to correlate/evaluate Veterans' Experience data and access management data to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts.
Can assist CACs and Pharmacy Service informatics staff with review and development of medication clinical order sets and reminders to guide safe and effective use of medications.
Assess and evaluates both inpatient and outpatient care processes.
Works directly with clinicians to customize and configure applications to meet patient care needs and to ensure the highest quality of care possible. Works to customize (1) menus, (2) progress note titles and templates, (3) order sets, (4) clinical reminders, (5) consults, (6) health summaries, (7) parameter settings for view alerts and notifications, and order checks, and (8) maintenance of the orderable item file.
Assists with the management of drug equipment databases to ensure appropriate integration with VistA and BCMA.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
In addition to the basic requirements listed above, the below qualification requirements must be met.
Grade Determinations: GS-13
Experience: Must have 1 year of experience equivalent to the next lower grade level that includes: (Must be documented on your resume.)
(b) Assignments: Facility Program Manager - Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.
Pharmacists assigned to this position must demonstrate the KSAs identified below:
a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
b. Expert understanding of regulatory and quality standards for their program area.
c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
