This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Associate Chief, Acute Care Pharmacy Services is responsible for managing and supervising all Pharmacy Service clinical and distributive programs supporting the Emergency Department (ED), acute care, and Community Living Center (CLC). Responsibilities include the management and/or oversight of multiple programs, including oversight of the acute care clinical pharmacy program including critical care, medicine, surgery, inpatient oncology, inpatient mental health, inpatient specialty, community living center, emergency department programs, inpatient distributive pharmacy, sterile compounding service including USP 797, hazardous drug compounding (USP 800) and compliance, inpatient technology and automation programs. The incumbent will be responsible for the provision of pharmacy services and products to all inpatient, ED, and CLC care areas. This includes ensuring compliance of these programs with Joint Commission (TJC), VHA, and other regulatory standards in a Complexity Level 1b facility. The incumbent will maintain effective relationships with all pharmacy service associate chiefs, other service chiefs, supervisors, employees, and other hospital staff so that minimal higher-level management intervention is required. As a supervisor, the primary expected area of control is over regularly assigned unit of supervision. However, in the absence of a supervisor in an area of the pharmacy that is not directly under the incumbent's supervisory control, it is not only implied, but also expected that incumbent will maintain efficiency of operations in peers' work areas. This is not to usurp authority but to provide assistance within the supervisory and managerial team. Duties or Functions of this position include but are not limited to: Program Management: Manages all aspects of the inpatient distributive pharmacy programs to ensure medications are dispensed in a safe and efficient manner. Ensures inpatient orders are processed in a timely manner consistent with TJC standards, VA requirements, and federal and state laws impacting Pharmacy Service. Ensures maintenance of medication ordering and dispensing records in accordance with all applicable laws and standards including investigational drug accountability and dispensing. Responsible for coordinating use of automated medication dispensing equipment in inpatient and other assigned care areas. Ensures optimal utilization of automated dispensing machines, unit dose packagers, and other inpatient automation, including coordination with nursing service as needed. Ensures optimal utilization of automation for patient safety and operational efficiency. Responsible for coordinating the pharmacy automated medication dispensing equipment and assisting pharmacy supervisors in facilitating Barcode Medication Administration (BCMA) for the assigned areas of the healthcare system. This includes preparation of pharmacy activity reports, systematic reviews, operations review reports, drug utilization reports, medication error reports, and any other internal reports that may be required by management. Direct Patient Care: May participate in patient care support as a pharmacist on an ongoing basis (up to 20% of time). This may include prescription review, processing, preparation and dispensing in both outpatient and inpatient areas. This may also include coordination of medication reviews where the drug regimens of patients are reviewed for appropriateness and the patients are counseled on compliance, side effects and other aspects of their drug therapy as related to age and medical condition and ensures these changes are recommended to the health care providers timely and appropriately. With a scope of practice, may provide disease state management for outpatients and inpatients and implement or recommend corrective actions to providers and document in CPRS as appropriate for areas including but not limited to the following: appropriate laboratory monitoring parameters, drug-drug interactions and co morbidities, duplication of therapy, medication side effects, absence of an essential medication, drug allergies, occurrence of adverse events. May coordinate the oral and written consultations with other health care professionals regarding drug therapy selection and management. May develop patient specific drug therapy management plans and therapeutic endpoints. Incumbent is expected to practice and maintain skills in the clinical care of patients. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Associate Service Chief. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*). 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3.
