Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as providing leadership, oversight, or technical expertise for program implementation in at least two of the following areas: budget and financial management, human resources and personnel management, information technology, and general policy and legislative coordination; establishing and monitoring performance measures to assess the effectiveness, efficiency, and progress of a team; coaching, mentoring, or leading others.

Ability to plan, organize, and direct the functions of subordinate organizational units.
Ability to set and adjust short-term priorities and prepare schedules based on consideration of difficulty of requirements and assignments.
Skill in establishing and monitoring performance measures to assess the effectiveness, efficiency, and progress of a team.
Ability to mentor, motivate, and appraise staff.
Skill in providing advice, counsel, and instruction to staff.
Skill in advising decisions regarding programs, projects and resources consistent with office goals and priorities.
Knowledge of analytical methods and techniques required to assess and improve the effectiveness of programs.
Skill in written communication.
Skill in oral communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
