About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices.

Duties

Initiates action for a project of the next fiscal year's procurement activity for customer's and ACC-ORL as it relates to the Small Business Program. Compiles the data, analyzes the results and submits the resulting report to the Associate Director. Maintains surveillance on a monthly basis of the procurement activity's progress in accomplishing assigned small business program targets. Evaluates that performance and suggests potential remedies for failures to meet assigned targets. Assists in the review of the proposed procurement actions over $10,000, subcontracting plans and contract terminations to ensure compliance with the Small Business Act and other related socioeconomic statutes, directives, and policies. Evaluates whether an acquisition can be performed by a small business concern and, when appropriate, initiates action to have procurement set-aside in the various categories of award to small business concerns. Performs personal consultation with Procuring Contracting Officers, Project managers, or other directorate level personnel regarding recommended methods of procurement, component break-out and interagency coordinated procurement. Assists contracting officers in evaluation of subcontract plans and proposals. Provides counseling and guidance to all business firms regarding the means of doing business with the Federal Government, including assistance in interpretating statutes and policies concerning government acquisition process. Identifies and furnishes information on capable small and disadvantaged business firms for consideration as sources for current and future acquisitions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • The duties of this position require occasional temporary duty (TDY) travel- May be required to travel within the U.S. and overseas by commercial aircraft.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Managing the small business procurement aspects of an acquisition program and act as the liaison between various internal/external contacts; 2. Reviewing and evaluating small business statutes and regulations and/or contracting methods, policies, procedures, and contract types to participate in pre-award and/or post award procurement actions; 3. Interpreting small business policy statements and apply procurement principles and technical/program requirements to ensure the acquisition and milestone documentation are reflected and integrated into the resulting contracting and procurement actions; and 4. Delivering briefings to provide small business recommendations that affect the content, interpretation, or development of complex, long-range, or interrelated programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Acquisition Back To Basics:This is an Army Acquisition, Logistics and Technology Workforce position IAW DODI 5000.66. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
