The primary purpose of this position MANAGEMENT SUPPORT SPECIALIST GS-0301-9 Target 11, is to perform analysis, program management, staff advisory and consultant assistance to accomplish program projects in all phases of the Squadron/Branch and its Flights. Serve as a Squadron/Branch analyst and manage assigned programs Group/Squadron/Branch/Flight level programs.
Duties
Define objectives and formulates strategies and actions to assist branch managers to achieve improvement objectives on a wide variety of branch activities.
Accomplish detailed studies of functional areas, processes and facilities to form basis for input to various integrated long-range plans for the division and directorate.
Accomplish strategic planning for long-range accomplishment of improvement objectives.
Conduct or participates in conferences and meetings to evaluate and establish policy and procedures and to resolve problems.
Assess long-term mission objectives and workload variations to develop planning goals for the Squadron industrial plant equipment program.
Provide technical leadership and guidance to management officials and supervisory personnel in managing, planning, organizing, and coordinating assigned programs management to meet immediate and long-range operational and mission needs.

- PHYSICAL DEMANDS: Work is performed primarily in an office environment. Occasional standing, walking, and lifting light loads, walking to meetings, and visiting various buildings.
- WORK ENVIRONMENT: Work is performed in offices. Duties may occasionally require access to areas of the industrial complex requiring necessary precautions regarding fumes, noise, eye hazards, etc.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental GS-09 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.

GS-9
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives.
OR
EDUCATION: I have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position NOTE: You must submit a copy of your transcripts.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of the organizational structure, functions, processes, current workloads, and policies of the Production Operations Branch (OB). The incumbent must also have extensive knowledge and the skill to identify and define the relationships and the interfaces of the branch processes and can analyze them.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed a one full year of graduate level education or superior academic achievement if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the operations, produces, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
Ability to gather, analyze, and present data and supporting analysis in an organized manner.
Knowledge of practical techniques of management analysis.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
