This position is located in the Patent Trial and Appeal Board (PTAB), Board Operations Division, Case Management Branch. PTAB conducts America Invents Act (AIA) trials, including inter partes, post-grant, and covered business method patent reviews and derivation proceedings, hears appeals from adverse examiner decisions in patent applications and reexamination proceedings, and renders decisions in interferences.

Duties

The physical worksite for this position is located in Alexandria, Virginia. TELEWORK: This position is eligible for maximum telework eligible per agency and business unit discretion/policy. REMOTE WORK: Remote work will be considered. Prior to the start date, you may be given the opportunity to elect to work from the Alexandria headquarters, from an alternate/home location within the United States (defined as the 50 United States, the District of Columbia, and Puerto Rico), or a combination of headquarters and alternate location. Your salary/pay will be based on your selected worksite geographical location. Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Paneling Program Specialist. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12. Specialized experience for this position is defined as: Experience in working with projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of a trial and appeal board's paneling program or similar. Experience developing detailed plans, goals, and objectives for short- and long-range implementation and administration of the program and developing means and methodology for ensuring program effectiveness. Experience in applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of a trial and appeal board's paneling program planning, logistics, effectiveness and associated, complex management processes and systems. Experience in managing a workload that has a statutory suspense (i.e. heard cases, ex parte appeals, American Invents Act (AIA), and providing a variety of administrative and program reviews, analyses, operations, and management advisory services in support of a trial and appeal board's proceedings or similar administrative proceedings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
