The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the AFIMSC Innovation and Improvement Division. A Master's degree with a specialization in technology and project management is highly desired.

Duties

Plans, organizes, and directs the activities of AFIMSC Innovation and Improvement Division, ensuring that the division complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities in order to counsel subordinates regarding policies, procedures and directives of management. Represents the Innovation and Improvement Division with a variety of installation and functional area organizations Performs continuous manpower and organizational improvement analyses and projects for a wide range of diverse programs, their capabilities, and functions as relating to the I&MS enterprise, or other assigned tasks.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience applying qualitative and quantitative skills in order to plan, direct, organize and formulate comprehensive program plans, goals, policies and procedures for large organizational unit. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the mission, roles, functions, organizational structures, and operation of the organizations that govern, interface with, and/or influence the innovation project/program process. Knowledge of safety and security regulations, practices, and procedures Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations Knowledge and skill to gather, assemble and analyze facts, draw conclusions, devise solutions to problems that require interpretation or extension of policy guides, and substantial modification of techniques and procedures. Ability to gather, assemble, and analyze the status of innovation and continuous improvement efforts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
