The primary purpose of this position is to serve as the Principal Deputy Director of Legislative Liaison, Office of the Secretary of the Air Force, fully participating in executive level policy formulation, planning, and direction for successful execution and accomplishment of the Office of the Director of Legislative Liaison mission.

Duties

The Principal Deputy Director, SAF/LL, assists the Director and acts in the Director's absence, advising the Secretary of the Air Force (SecAF), the Chief of Staff of the Air Force (CSAF), the Chief of Space Operations (CSO), and the rest of the Top 8 on legislative affairs. The Principal Deputy Director prepares the Top 8 for hearings and briefings before Congress; works with Members of Congress, congressional staff, and senior DAF Leaders on programs, weapon systems, and issues related to legislation that will affect the DAF; develops, coordinates, and executes Congressional engagement strategies to win support for DAF programs, policies, and initiatives; ensures a consistent and cohesive message is provided to Congress; prepares and disseminates information on Congressional legislative activities and hearings to the DAF and field agencies; and oversees DAF actions directed in support of Congressional travel. The Principal Deputy Director is also the focal point for DAF nominations sent to Congress requiring Senate confirmation. Program Planning and Management: Provides analysis, guidance, and direction over a broad spectrum of programs/issues, and general oversight of the plans and programs necessary for successful attainment of the DAF's legislative goals. Makes recommendations on formulation of the DAF's position on complex, interrelated and sensitive issues to officials within the DAF, other Federal Agencies, and the Legislative and Executive Branches of the Federal Government. Oversees development, implementation, and execution of the legislative mission based upon in-depth knowledge of the structure, mission, administration, and operational requirements of the DAF. Evaluates the political environment within executive policy making organizations and Congress and plans courses of action to maximize likelihood that DAF program requirements are consistent with executive policy. Creates a climate favorable to successful integration of legislative initiatives with the program management goals of the DAF. Professional Leadership and Representation: Serves as the principal civilian authority on SAF/LL mission management functions, operations, and activities. Appraises serious and special problems/issues and conducts studies to define fundamental issues. Provides continuing advice to the Director, Legislative Liaison on studies and activities performed by or of interest to SAF/LL and makes decisions which significantly influence the activities performed by or of interest to SAF/LL and the DAF on matters of national and international importance and interest. Represents SAF/LL at DAF, DoD, and other high-level meetings with key officials of the military services, industry, and in national and international conferences and symposia on matters of interest to obtain cooperation and support for objectives and solutions to major problems. Conducts information and decision briefings for key functional personnel, high-ranking government officials, and Congressional representatives and/or staff members. Represents the DAF on special boards, panels and committees. Makes commitments which obligate SAF/LL to a course of action. Policy Interpretation and Implementation Adaptation: Keeps abreast of scope and intensity of executive and legislative changes, economic trends and Defense and DAF directives, and advises senior DAF leaders concerning action necessary to effect changes and minimize adverse effects. Directs, reviews, and evaluates long-range plans, policies and programs for their potential effect on SAF/LL programs and initiatives. Participates fully with the Director, Legislative Liaison in the establishment of organizational policies, plans, programs, and objectives. Advises the Director of Legislative Liaison regarding formulation of policies and doctrine relating to the SAF/LL mission. Resource Management: Assists the Director, Legislative Liaison in obtaining and allocating resources necessary to implement and execute the SAF/LL mission. Manages, controls, and ensures the effective utilization of funds, personnel, facilities, and contracts. Makes program assignments and provides guidance to subordinate Division Chiefs.

  • Selected candidate must file a Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978
  • Position has been designated Special-Sensitive and the selectee must have or be able to obtain a Top Secret clearance requiring access to Sensitive Compartmented Information (SCI).
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. MANDATORY TECHNICAL QUALIFICATIONS (TQs): (NTE 2 pages - PDF format) A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Extensive experience in the multi-faceted requirements associated with strategic congressional engagement, senior leadership hearing preparation, unified legislation and budgeting system, heartburn appeals, budget appeals program, and human capital management on an enterprise-wide basis. 2. Experience in leading and supervising "cross-functional" teams that pull together information from across agency/company staffs on a wide range of complex issues, articulating the critical elements, and providing an executable strategy for legislative action favorable to the goals of the organization. In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education

Education: A bachelor's degree from an accredited institution is highly desired. A master's or advanced degree in business administration or public administration is highly desired.
