Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, Assistant Commissioner's Staff, Executive Services Branch located in Washington DC.
Duties
In this position, you will serve as a Management and Program Analyst (Protocol Officer) for the Office of International Affairs. You will be a crucial part of the team as you serve as the public-facing representative for all international engagements on behalf of CBP and the Office of International Affairs. You will provide Protocol-focused technical assistance and administrative support in the planning of systems and management programs to ensure that the agency meets the mission requirements.
This position starts at a salary of $99,200.00 (GS-12, Step 1) to $153,354.00 (GS-13, Step 10) with promotion potential to $153,354 (GS-13 Step 10).

Typical duties include:
Managing an executive level protocol services program in INA, encompassing program development, planning and evaluation, and execution.
Directing, implementing, coordinating, and overseeing the gift purchasing and distribution process on behalf of CBP and INA, purchasing gifts in coordination with the INA Chief of Staff and senior leadership on behalf of the CBP Commissioner and Deputy Commissioner.
Planning, directing, and overseeing the development of arrangements for CBP and INA official functions including directing distinguished visitor support activities.
Monitoring and advising INA senior leadership on protocol program issues and proactively interfacing and coordinating with that same leadership in the administration of the protocol program.
Managing INA's Congressionally-funded representational funds for international events, to include INA's gifts exchange program.
Qualifications
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting with the maintenance and management of a gift purchasing program and ensuring funds are utilized in alignment with organizational policies.
Conducting studies, analyzing findings, and making recommendations on protocol programs.
Coordinating visits and events across various organizations and agencies, including foreign embassies.
Developing manuals and directives covering the administrative aspects of protocol operations.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Evaluating the content of new or modified policies and regulations to determine the impact on the organization's programs or resources.
Coordinating an organizational gift purchasing and distribution process, including budget and resource requests.
Performing analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning.
Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of protocol operations in a program or support setting.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/07/2024.

Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
