This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provides expertise in the areas of natural resources conservation, preservation, restoration and use, recreation and public use, and environmental compliance and law to support the management of all natural resources and public recreation activities.
Duties
Serves on Vicksburg District/Mississippi Valley Division/HQUSACE special tasks forces and work teams to develop policies and programs for regional and Corps-wide application.
Serves as the Jesse Brent Lower Mississippi River Museum Liaison for the Vicksburg District.
Serves as the Project Manager/Action Officer on complex construction operations programs involving major recreation, environmental, or natural resource issues.
Serves as a Natural Resources Management Specialist and authority for requirements of the National Environmental Policy Act (NEPA).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must possess a valid, state issued driver's license.
- Position is designated as Non-Sensitive-No access is required.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11:
Specialized Experience: One year of specialized experience which includes: Conducting studies to determine public use requirements, changes in the environment, and analyzing data associated with recreational and environmental studies. Developing informational/educational programs to inform the public about recreational and environmental aspects of lake and river projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12:
Specialized Experience: One year of specialized experience which includes: Managing programs related to Natural Resources Management, Recreation, and Environmental Stewardship. Prepares reports and studies required by National Environmental Policy Act (NEPA). Managing the development of environmental impact statements (EIS's) and environmental assessments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
