The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the HQ UTTR.
Duties
Plan, organize, and direct the activities of the Utah Test and Training Range, ensuring that the photo/data department complies with legal and regulatory requirements and meets customer needs.
Exercise supervisory personnel management responsibilities.
Represent HQ UTTR with a variety of installation and functional area organizations.
Transport Cine-Theodolites, Cine-Sextants, required cameras, and other associated equipment to various test sites ono the range.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Individual Occupational Requirements
Series Definition:
This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:
methods and techniques of engineering or architecture; and
construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of all aspects of range operations, various test and training range systems, and infrastructure required for operational program support of test and training customers. Broad understanding of laws, range contractual agreements, regulations, environmental standards, and organizational goals affecting range operations and mission execution.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a medium-sized organization through subordinate supervisors and to devise and use innovative plans to solve problems relating to test and training operational support.
Ability to communicate effectively, both orally and in writing.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources to conduct, apply, and adapt qualitative and quantitative techniques and develop, modify, and apply methods and procedures to solve operations and other support problems or define and clarify alternative solutions.
Skill in negotiating issues and maintaining positive working relations with internal and external agencies and ability to apply knowledge sufficient to advise on proper practices and techniques for test and training activities from planning through post-execution requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
