The primary purpose of this position is to provide a combination of electronic and mechanical engineering technician services, for data acquisition related to research and development, along with photo-optical and electronic/digital imaging services to acquire engineering data and documentary imaging for training missions and operational testing of major weapons systems.

Duties

Serve as an Optical Systems Technician, responsible for one or more optical, electro-optical, and photo-optical systems. Design, develop, and implement operational modifications on electro-optical, photo-optical and ethernet based video control systems. Perform operation, maintenance, and cleaning of assigned systems and all other data acquisition-related equipment, including the work area. Develop and recommend new test procedures and test equipment to ensure proper utilization of maintenance facilities for the repair and/or refurbishment of complex optical, electro-optical, and photo-optical instrumentation.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Assisting with technical work in the capabilities, limitations, operation, design characteristics, and functional use of a variety of disparate optical systems to design, develop, evaluate, test, maintain, and operate the systems in support of range test activities and in furtherance of the overall optical systems modernization effort on and off the range; work with electronics, optics, microprocessors, microwave communications, recording devices, servos, hydraulics, mechanics, photography, and mathematics, along with experience in optical, electro-optical, and photo-optical instrumentation systems, electronic equipment, Ethernet transmitters/receivers, and computing hardware and software. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of the capabilities, limitations, operation, design characteristics and functional use of a variety of disparate optical systems to design develop, evaluate, test, maintain, and operate the systems in support of range test activities. 2. Technical knowledge of the techniques and theories characteristic of the field of electronics along with a knowledge of optics, electronics, microprocessors, IP protocols, routing, and switching, software configuration, communications, recording devices, servos, hydraulics, mechanics, photography, and mathematics. 3. Technical knowledge of both electrical and mechanical engineering techniques and theories. 4. Knowledge of electro-optical and electro-mechanical theory, practices and troubleshooting techniques including diagnosis and repair of complex instrumentation. 5. Knowledge and skill sufficient to troubleshoot complex type II servo systems, hydraulic systems and other mechanical systems associated with test range instrumentation. 6. Knowledge and skill sufficient for the installation, configuration and troubleshooting of a variety of High-Speed Digital imaging systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
