The primary purpose of this position is to serve as a first level supervisor planning, directing, organizing, and exercising control over nonsupervisory Information Technology and Information Assurance positions.
Duties
The primary purpose of this position is: To serve as a first level supervisor planning, directing, organizing, and exercising control over nonsupervisory Information Technology and Information Assurance positions. Also performs duties as a senior information technology (IT) specialist providing a wide range of Information Assurance related duties and the application of IT security principles, methods, and security products to protect and maintain the availability, integrity, confidentially, and accountability of one or more classified and unclassified information systems.
Duties of Position
DUTY 1:Performs supervisory personnel management responsibilities. Structures assignments and reviews work of subordinates
based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the
capabilities of employees.
DUTY 2: Serves as a senior technical advisor to management, serves as the technical expert on Information Technology (IT)
systems for use with and for command, control, and intelligence functions, and provides technical guidance and
instruction to users and other IT specialists.
DUTY 3: Manages the organizations cybersecurity program. Ensures cybersecurity/information assurance policies, principles, and
practices are followed in the delivery of network services.
DUTY 4: Communicates with manufacturers, professional organizations, and counterparts at other DOD installations and
services regarding available products and state-of-the-art technologies and advancements related to the branches
core mission services.
DUTY 5: Serves as COMSEC Account Manager for a select customer group. Responsible for maintaining proper accounting,
storage & security of classified COMSEC Keying Material, Equipment, and AIDS (publications).
DUTY 6: Performs trend analysis of key management issues and problems in the system hardware/software. Utilizes
Help Desk job-tracker program to provide metrics in support of System Program Office (SPO) initiatives to include request
for funding, software, upgrades, prioritization of workloads & projects, etc.

- Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position is Acquisition Category, Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
- This position requires information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervisor/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: demonstration of cyber systems' operational capability and functionality along with experience as technical lead for systems integration of hardware/software systems; communications, to include installation practices, TEMPEST requirements, and optical fiber modes of transmission; knowledge of Local Area Network (LANs) and Wide Area Networks (WANs) and their multiple protocols; and systems architectures related to the integration into advanced and leading-edge communication and computer technology. These include the following: Process received COMSEC material, issue/distribute COMSEC material, process cryptographic key material to include ordering from the Central Office of Records, Generate ALC 6/7 key, account for traditional key, encrypt/decrypt key electronic material, transfer/receive key materials from secure telephones,
exchange credentials with Tier 0 (NSA) and download key material from Tier 0. Minimum six months of experience is required.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of key management systems at the Tier 1, Tier 2 and Tier 3 levels. Ability to analyze and resolve Tier 1, Tier 2 and Tier 3 hardware and software operational/configuration problems.
Knowledge of the operations/policy/procedures for the COMSEC responsible officer, base COMSEC manager and the Tier 1 operator. These include the following: Process received COMSEC material, issue/distribute COMSEC material, process cryptographic key material to include ordering from the Central Office of Records, Generate ALC 6/7 key, account for traditional key, encrypt/decrypt key electronic material, transfer/receive key materials from secure telephones, exchange credentials with Tier 0 (NSA) and download key material from Tier 0. Minimum six months of experience is required.
Knowledge of security practices for ensuring the safeguarding of classified information.
Skills required in working with customers include tact, patience, and oral communications. Ability to troubleshoot hardware and software operational problems telephonically. Knowledge of applicable customer services standards. Ability to maintain good working relationships.
Ability to review, analyze, and evaluate key management programs and systems.
Ability to maintain a computer system, equipment, and software. Ability to analyze computer network, software, and hardware problems, and to refer/develop effective economical solutions. Ability to train users on computer systems.
Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.
Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future requirements.
