You will serve as a PUBLIC WORKS MANAGER in the PRODUCTION DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC. The Production Division provides 24 hours, seven days a week services on an emergency call back basis. During destructive weather such as snowfall, icy conditions, hurricanes, floods, and unforeseen situations, support will be provided on a continuous basis as required. The incumbent serves as the senior management official for logistical support.

Duties

You will assign work to junior level employees to complete work based on priorities and the capabilities of employees. You will respond to grievances filed by employees or resolve them in accordance with official procedures. You will Implement safety programs to adhere to command policy and maintain the safety of the workforce. You will represent the Public Works Officer and are authorized to speak for the command at conferences and meetings at which customer requirements, priorities, and execution schedules are discussed.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying safety, environmental, and energy conservation regulations and instructions to facilities maintenance, repair, construction and base operations; 2) Assessing the potential impact of proposed actions on public safety, ecology, and energy conservation; 3) Supervising and managing a diverse group of employees including labor and employee relations; 4) Identifying long- and short-range requirements for resources, e.g., equipment, facilities, manpower, and staff support sufficient to meet customer and mission requirements; 5) Analyzing and communicating decisions directly affect life and property.
