You will serve as a Supervisory Program Analyst in the Comptroller Group/NAWCWPNSDIV of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will provide oversight and direction for Navy ERP sustainment training of fiduciary roles and for the mapping and approval of financial management personnel to their appropriate Navy ERP roles. You will be responsible for the development, maintenance, and implementation of tools to enhance the efficiency and effectiveness of financial processes that are not well supported by systems of record. You will provide expertise to assist management in defining and executing financial management objectives, strategies, plans, and actions. You will define and convey methodologies and standards for use by financial managers in defining financial metrics and reporting requirements. You will explore various platforms, such as, Jupiter/Advana to develop digital solutions while integrating our workforce into the environment and training them to use new techniques in data analysis. You will ensure that all financial system processes are properly documented, communicated, and executed. Direct the process of ensuring that Comptroller personnel, processes, and tools meet future requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (NM-03=GS 9-12) or pay band in the federal service or equivalent experience in the private or public sector performing some or all of the following: 1)Applying a working understanding of financial data and processes; 2) defining and executing financial management objectives, strategies, plans, and actions;3) applying data science and analytics; 4) prioritizing tasks;5) leading and or directing a team; 6) providing oversight and direction for a financial program.
