You will serve as a HAZARDOUS WASTE DISPOSER in the Port Operations Department, Naval Base San Diego, Naval Base North Island and Naval Base Point Loma of NB CORONADO.

Duties

You will comply with all safety and regulatory requirements relating to hazardous material processing. You will determine response action for hazardous spills (e.g., oil and hazardous substance [OHS], waste). You will identify hazardous wastes or materials to verify correct collection, consolidation, packaging, and storage. You will load and secure hazardous waste for transport to disposal facilities. You will interpret regulations regarding hazardous waste disposal or transportation to verify correct procedures are followed.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to successfully complete a pre-appointment physical examination.
  • Incumbent has to have Basic knowledge and understanding of outboard engine mechanics and maintenance.
  • Incumbent has to have qualified in the safe execution of boat launch and recovery principles.
  • Incumbent has to have knowledge of specialized container requirements to store and ship a wide variety of hazardous waste.
  • Incumbent has to have complete all standard oil spill response training as required.
  • Incumbent has to have skill in separating, combining and transporting hazardous chemicals and substances.
  • Incumbent has to have knowledgeable of the operation of standard test and troubleshooting equipment

Qualifications

This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: 1) Assisting with deployment of oil containment boom around moored vessels; 2) Assist with oil spill boom maintenance to include replacing bad end connections and repairing rips in the booms; 3) Stock all oil spill recovery supplies; and 4) Perform preventive maintenance and repair on diesel engines. Physical Demands

The work required varying periods of standing, climbing, boarding and de-boarding of trailered or floating craft.
Must be able to climb vertical ladders and step over three foot bulkheads on a rocking boat, which requires the use of legs, hands, and arms.
Will be required to lift and move tool boxes weighing up to 25 pounds.
Must have peripheral vision that will enable the incumbent to avoid falls and moving objects.
Must have sufficient hearing to hear verbal commands over surrounding noise of operating engines in the test tank or onboard the applicable boat.

Work Environment

Incumbent will work outside in all kinds of weather and inside an engine repair facility.
Will be subjected outdoors to hot sun, spray, rain, and fog. Will be subjected indoors to hear and noise of an operating diesel engine within the engine compartment.
Must be able to comply on occasion with emergent after hours, late night, and weekend work requirements.
Incumbent will be exposed to the following; industrial dirt, dust, grease, oil, industrial fumes, and airborne particles. Industrial noise generated by operating machinery and equipment with the possibility of hearing loss.
Eye hazards will exist in certain operations.
Will be exposed to organic growth (such as sea growth, barnacles and shell fish in boat yards, dry-docks, saltwater systems, and other areas exposed to seawater.
Will be required to use protective devices, clothing or equipment while exposed to adverse environmental and hazardous work assignments.
Must be able to comply, on occasion, with emergent weekend work requirements.
The incumbent may be assigned to work areas where certain potentially harmful and hazardous physical and chemical agents are present. These agents may include, but are not limited to: fumes, dust, noise, heat, and industrial chemicals including but not limited to fuels, oils, greases and solvents, etc.
Drive boats to and from piers; in and around the harbor.
