This position is located at the Boise VA Medical Center in the Health Professions Education Office (HPEO) and is organizationally aligned under the Associate Chief of Staff for Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS). The position supports the DEO and HPE Manager in establishing, maintaining, and evaluating the quality of health professions training programs and the quality of care delivered by health professions trainees (HPTs).

Duties

The position performs a variety of office management and administrative duties in support of HPEO. The position assures the flow of information and required actions are completed or referred to the appropriate individuals for action. The position responds to time sensitive requests within established timeframes and initiates actions to resolve identified problems leading to improved office productivity. The position performs administrative management work, such as program or office planning, assessment of administrative processes or issues, and serves as the owner and manager of office mail groups, executive correspondence control, liaison, special projects, timekeeping, scheduling and managing calendars, human resources, procurement, and process improvements. The position provides program support for functions related to the administration of HPEO funding, accreditation, appointment process, and affiliate relationships in accordance with VHA OAA directives, handbooks, policies, memos, and notices, The Joint Commission Standards, and accreditation standards for multiple health professions. The position administratively supports staff conducting the technical work necessary to administer OAA program office special purpose funding, proper appointment and on- and off-boarding of HPTs, payment of stipends for VA paid HPTs, disbursement payment to affiliates for without compensation (WOC) HPTs, supervision of HPTs, maintaining accreditation standards, establishing academic affiliation agreements with health professions schools and programs, and fostering a culture of safety. HPT academic levels include undergraduate, graduate, and post-graduate students, externs, interns, residents, fellows, and VA advanced fellows; and pre- and post-doctoral fellows. Educational programs supported may include medical and dental, associated health, nursing, advanced fellows, and limited non-clinical programs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00 am - 4:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: For GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Knowledge of policies, regulations, procedures, priorities, and programs; (2) Knowledge of Veteran care and administrative services at the facility to plan, implement, carry out and advise on various activities relative to program management; (3) Ability to analyze and problem solve; (4) Knowledge of basic financial procedures and processes; (5) Knowledge of computer software programs to input and retrieve data; (6) Ability to complete complex and varying duties involving different and unrelated steps, processes, and methods. For GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Ability to conduct studies or recommend improvements, streamline administrative operation methods, consolidate processes, functions, forms, etc. (2) Ability to generate reports that accurately reflect findings and recommendations related to program support activities and status; (3) Skill in using information management and analysis software, including spreadsheets, other data, graphics, presentations, and flowcharting software; (4) Prepares and tracks documents); (5) Knowledge and experience with timekeeping functions; (6) Manages and maintains electronic files and program data; and (7) Ability to work and communicate with stakeholders to satisfy their expectations and provide quality support services. You will be rated on the following Competencies for this position: Administration and ManagementAnalysis and Problem SolvingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
