The incumbent of this position serves as Attorney-Adviser (Senior Counsel Expert) in the Office of Representation Appeals, which reports to the office of the Board's Chairman. The Board is responsible for the adjudication of unfair labor practice cases and representation cases arising under title provisions of the National Labor Relations Act of 1935, as amended.
Duties
As a Attorney-Adviser (Labor) GS-0905-15, your typical work assignments may include:
Consulting with the Director, Assistant Chief Counsel, and Board Members and their staff in preparing revisions and alterations in official Board decisions and opinions, and drafting the official decision and order of the Board.
Incorporating Board Member views into written analyses and opinions for committee consideration.
Making oral presentations of cases to the Board and participating in discussions on the merits and proposed disposition of cases and recommending cases which oral argument by parties should be granted.
Independently conducting and planning special studies on difficult and novel questions of law, policy, and procedure which arise in the administration of the Act, and formulating recommendations for consideration by the Board.
Making the initial determination as to whether issues in cases have been sufficiently covered by established Board policy and precedent to permit decision by the Board and drafting a proposed decision and order.

Ideal Candidate Statement
The ideal candidate for the Attorney-Advisor (Labor) (Senior Counsel Expert) has a wide-ranging and thorough knowledge of the National Labor Relations Act, including Board policies, procedures, and practices; possesses strong research and analytical skills; has experience drafting complex decisions; has extensive experience analyzing representation-case issues under the National Labor Relations Act; has demonstrated an ability to provide expert legal analysis and advice on complicated matters; and possesses excellent oral and written communication skills.
Basic Requirements
An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD).
Bar Membership/Certification: Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. Agency's Internal Self-Certification Forms are not acceptable for verification.
In addition to the Basic Requirements, applicants must also meet the following:
Minimum Qualification
Applicant must have one year of specialized experience equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of an Attorney-Adviser (Labor) at the GS-15 level.
Specialized experience includes:
Experience demonstrating comprehensive knowledge of the National Labor Relations Act, including Board policies, procedures, and practices; and
Experience interpreting and applying the National Labor Relations Act to difficult and novel factual and legal issues in unfair labor practice and representation cases; and
Experience providing authoritative guidance, interpretation, and recommendations on both administrative matters and legal issues based on relevant labor laws and regulations.
