This position is located in the Office of the Chief Financial Officer (OCFO), Office of Finance. This position is not remote but is designated as telework-eligible. If you are selected, you may be eligible to request telework according to the agency's telework policy.

Duties

The Management Analyst will perform the following duties: 1. Conduct reviews of well-established administrative work processes in the organization to identify, analyze and recommend solutions to problems in organizational structure, administrative procedures, and work processes. 2. Assist with implementation and testing of changes to current OCFO processing systems, as well as to proposed new OCFO processing systems; generate reports and reconcile information based on assignments. 3. Assist in the development of written plans and procedures to address OCFO processing system workflows; research systems problems; correct identified problems and make recommendations to higher level specialists or supervisor. 4. Review purchase card cost data and purchase card log data to reconcile any discrepancies and post costs to appropriate cost centers. Reconciles obligations in the agency accounting system (Oracle Federal Financials) with the agency procurement system (PRISM), researches discrepancies, and works with agency internal and external staff to resolve discrepancies and verify the validity of obligations and expenditures. 5. Performs other duties as assigned.

Qualifications

To qualify at the GS-09 level, you must have one-year of specialized experience equivalent to the GS-07 obtained in the federal or private sector which demonstrates all of the following: analyzing information to increase the effectiveness and efficiency of program operations; applying analytical approaches, methods, concepts, and/or techniques to assist in program planning; OR Master's degree or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D. OR Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To qualify at the GS-11 level, you must have one-year of specialized experience equivalent to the GS-09 obtained in the federal or private sector which demonstrates all of the following: analyzing information to increase the effectiveness and efficiency of program operations; applying analytical approaches, methods, concepts, and/or techniques to assist in program planning; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M. OR Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To qualify at the GS-12 level, you must have one-year of specialized experience equivalent to the GS-11 obtained in the federal or private sector which demonstrates all of the following: analyzing information to increase the effectiveness and efficiency of program operations; applying analytical approaches, methods, concepts, and/or techniques to assist in program planning; Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education completed in foreign colleges or universities may be used to meet the education requirements, if it has been certified. It is your responsibility to provide such evidence when applying.
